  1. Stage 1: Initial planning and Terms of Reference Approval (complete)
  2. Stage 2: Development of the Draft Management Plan (complete)
  3. Stage 3: Draft Management Plan Open for Public Review and Comment (Closed March 30, 2012)
  4. Stage 4: Final Plan Developed and Approved (Spring/Summer 2012)
