Amended Quantification Methods for 2012

On December 21, 2011, the Western Climate Initiative published the “Final Essential Requirements for Mandatory Reporting – Amended for Canadian Harmonization” (PDF, 1 MB). Starting with the 2012 reporting period (to be reported by March 31, 2013), all reporting operations are required to use the second update of the amended WCI quantification methods -where methods were updated (WCI.020 (General Stationary Combustion), WCI.350 (Natural Gas Transmission and Distribution) and WCI.360 (Petroleum and Natural Gas Systems).   Where a method was not updated the Amended Quantification Methods for 2011 (see below) must be used for the 2012 reporting period.

For both 2011 and 2012 reporting, several errata changes have been made in the WCI second update document that clarify specific parts of the WCI.040 Electricity Generation, WCI.090 Cement Production, WCI.160 Lead Production, WCI.240 Zinc Production and WCI.210 Pulp and Paper Production quantification methods.

For both the 2011 and 2012 reporting periods alternative parameter measurement and replacement methodologies covered in Section 13 of the Reporting Regulation would apply, as appropriate. Separate alternative parameter applications will be required for the 2012 reporting period to any previously submitted and are only applicable to where a specific method is new or modified.

Amended Quantification Methods for 2011

On December 17, 2010, the Western Climate Initiative published the “Final Essential Requirements for Mandatory Reporting – Amended for Canadian Harmonization” (PDF, 17 MB). Starting with the 2011 reporting period (to be reported by March 31, 2012), all reporting operations are required to use the amended WCI quantification methods for all activities as listed in Tables 1 and 2 in the amended Reporting Regulation.

For the 2010 reporting period (to be reported by March 31, 2011), reporting operations must continue to use the original July, 2009 WCI Essential Requirements of Mandatory Reporting or B.C. quantification methods as published in the 2010 Methodology Manual.

For both the 2010 and 2011 reporting periods alternative parameter measurement and replacement (alternative) methodologies covered in Section 13 of the regulation would apply, as appropriate. Separate alternative parameter applications will be required for the 2011 reporting period to any previously submitted.
