On December 17, 2010, British Columbia’s Minster of State for Climate Action, the Honourable John Yap, and Canada’s Environment Minister, the Honourable John Baird, announced an agreement to minimise duplication and reduce reporting burden for industry through the development of a one-window GHG reporting system (News Release).
Under the one-window reporting (OWR) system, reporting operations in B.C. would submit their information once to the common one-window web interface, meeting the requirements of both the B.C. Reporting Regulation and Environment Canada’s Section 46 notice. The relevant parts of the submitted information would then be delivered to B.C. and Environment Canada for review under the respective guiding legislation and regulations.
The one-window reporting system is designed to meet the specific needs of both B.C. and Environment Canada. Consequently, data entry fields specific to a regulation or notice such as linear facilities operations (B.C.), CRA business number (EC) and quantification method activity data (B.C.) will be present.
A webinar for reporting operations on the OWR system was held on February 2, 2011, providing:
- A review of the one-window reporting system to be used for submission of the 2010 emissions reports (and historical data) by March 31, 2011.
- An update on the publication of verification guidance materials.
The OWR system was launched on February 16, 2011. A more extensive in-person training session was held in Vancouver on March 16 to prepare for reports to be submitted by March 31, 2011.
