Public Sector Energy Conservation Agreement Funding Application Instructions

PSECA Categories

Please identify the funding category you are applying for under PSECA 3 (Check one category):

  • SolarBC* (solar hot water, solar air)
  • 3rd open Call for Proposals
  • HVAC energy retrofits for K-12 schools
  • District Energy Systems

*SolarBC applicants please note the following important application requirements:

  • Complete Sections 1, 2 and 2a of the PSECA Application. Section 2a will ask you to select one funding category.
  • Selecting the PSECA SolarBC funding category in Section 2a will complete the tracking portion of your application and redirected you to download, complete and submit the appropriate form(s) for solar hot water and/or solar air.
  • The SolarBC-NRCan application is a downloadable PDF document.
  • Complete the SolarBC-NRCan application separately and submit it by fax, email or mail to NRCan.
  • The addresses are on the bottom of the SolarBC-NRCan application form.

Applicant Organization Information

Applicant Organization information was provided to PSECA and used to grant access to this eService.

  • PSECA will use this information to communicate with you throughout the application process.
  • You are able to view your contact information on the PSECA Funding Application home page.
  • When you update your contact information you will receive both on-screen and e-mail confirmation of your changes.
  • Your contact information will be automatically populated on each application form.
  • If you need to change the contact for a specific application, you may do so directly in the form.

Terms and Conditions

To submit an application you will be asked to agree to the following terms and conditions:

I (the applicant) declare that…

  • I have the authority to act on behalf of my organization to apply for Public Sector Energy Conservation Agreement (PSECA) funding;
  • all of the data submitted within the application and attachments was prepared by a qualified professional or energy consultant and that the data, to the best of my knowledge, is accurate and complete;
  • the project proposed in this application will not start and eligible costs will not be incurred prior to written approval of the project by the Province and its PSECA partners;
  • I understand BC Hydro will not provide incentives to projects that begin prior to both parties signing an incentive funding agreement;
  • the Government of B.C., BC Hydro, Terasen Gas, and SolarBC will not be responsible for any costs incurred by the Building Owner as a result of delays in the approval processes, or the denial of any incentives;
  • the energy study is attached and in the Energy Study Requirements format (PDF, 80 KB).
  • the PSECA funding is limited to the amounts requested in this application and any project cost overruns will be the responsibility of the applicant;
  • the approved funds will be used solely for the project(s) identified in this application;
  • projects will be implemented in accordance with local codes and acceptable industry standards;
  • PSECA Program Staff, on behalf of the Government of B.C. will have the right to perform detailed project audits, if required; and
  • the organization I represent will provide follow-up energy data reporting one year after the completion of your project (a form will be provided to complete this report).

The Government of B.C. retains the right to discontinue this program at anytime without notice and declares that funding will be distributed in accordance with the Budget Transparency and Accountability Act and the Capital Asset Management Framework.

Project Timeline

For a project to be considered the organization must commit to the following timeline:

  • Project announcement can be made within two months of funding approval.
  • Solar projects will be completed by March 31, 2011.
  • Open call projects will be completed by March 31, 2011.
  • K-12 HVAC projects will be completed by August 31, 2011.
  • District Energy System project completion dates will be confirmed jointly upon approval.

Starting and Submitting a Funding Application

  1. Click Apply for Funding
  2. Accept the Terms
  3. Accept the Timeline
  4. Fill in the required fields
  5. Click Review Application
    It is your responsibility to ensure the accuracy of the energy and financial information. After you submit, changes can only be made in consultation with the PSECA Team.
  6. Click Upload Energy Study or Save as Application in Progress
  7. Upload the energy study in active Excel spreadsheet or Word document format. If your study is more than one document, you must identify the number and name of the files in your application and upload them.
  8. Click Upload and Submit Application
  9. You will get an on-screen confirmation
  10. You will receive an e-mail confirmation with a PDF copy of your application
  11. PSECA and the selected Energy Providers will be notified and receive a copy of your application and energy study
  12. You may view your submitted applications in My Applications while the intake is open

The Project Name is the only required field to save as an application in progress.

PSECA Partner Requirements

SolarBC

SolarBC applicants are required to complete the first section of the PSECA application and will be redirected to NRCan applications for solar hot water or solar air. Proponents will be guided to submit their application following the NRCan EcoENERGY incentive application process. This application process is provided to PSECA by SolarBC and NRCan. Complete and sign the NRCan application form. Submit your application by October 1, 2010; send it by post, fax or email along with supporting documents such as, proof of business registration, output report from a simulation program, and a sketch of the system to be installed. Please note: any missing information will delay the processing of your application. We suggest using NRCan’s Guidance document to help you complete your application. BC Hydro

In order to qualify for BC Hydro incentives applicants must provide an energy study in the Energy Study Requirements format (PDF, 80 KB). For certain lighting retrofit measures a full study of the lighting component of a larger project might not be needed. In these instances, the BC Hydro Lighting Calculator (XLS) will suffice for the lighting measures. Submit the BC Hydro Lighting Calculator spreadsheets with your application.

Save an Application in Progress

Once you provide the Project Name, you can save an application to complete and submit later.

  1. Applications in progress are available in My Applications
  2. Click on a Project Name to update an application
  3. Click the relevant button: either Review Application or Save as Application in Progress
  4. No e-mail confirmation will be sent for an Application in Progress
  5. PSECA will not be notified
  6. When the intake closes, all Applications in Progress will be deleted

What Happens Next?

  1. Applications will be reviewed and evaluated
  2. You may be contacted for more information during the evaluation process
  3. You will be notified of the status of your application as soon as the review and approval process is complete
