Summary of Action Plan in Response to the Program Evaluation for the Code of Practice Development and Regulatory Review Process
In 2008 the Ministry of Environment hired Elevate Consulting to conduct a review of the Environmental Management Act Code of Practice Development and Regulatory Review Process. Input from stakeholders was collected from surveys as well as from a focus group session. Input from ministry staff was also solicited from surveys, interviews and focus group sessions. The Information gathered was used to evaluate the process and the results are now in the Review of the Code of Practice Development and Regulatory Review Process Final Report (PDF/12.34 MB).
The report indicates that overall there is strong support for the process we have developed. Some of the key strengths include: the teamwork approach and the communication it has engendered within the ministry; the strategic approach of the five stages; and the structured use of policy intentions papers for consultation.
The report also points out some frustrations experienced along the way with the process. In the interest of continuous improvement, we will be making some changes to the process to respond to these concerns. Changes will include: re-examining how we consult and involve our stakeholders; using a slightly different team model; increasing support for training team leads; enhancing project management practices; and providing timely policy direction. The ministry has developed an action plan in order to remedy each of the process deficiencies identified and a Summary of Action Plan (PDF/39 KB) is available for viewing.
