Protecting BC Waters From Boat Sewage Discharge

Background

In 1991, the federal Pleasure Craft Sewage Pollution Prevention Regulations came into effect. This regulation was established to protect sensitive aquatic environments from the negative impacts of sewage disposal.

The federal regulation prohibits the discharge of sewage from pleasure craft in designated waters. In order to comply with the regulation, pleasure craft with toilets must have holding tanks if operating in designated water bodies. Holding tanks may be pumped out to shore-based facilities or discharged into the well-flushed areas outside of designated zones. Georgia Strait Alliance provides a map of designated areas and pump out facilities within Georgia Basin.

Originally, three British Columbia lakes, Okanagan, Mara and Shuswap lakes were designated under the federal pleasure craft regulation as "no dump zones". 14 more sites for a total of 17 waterbodies are now designated. Under the regulation, provinces have the ability to nominate bodies of water they would like to see protected. Over the past five years, the British Columbia Ministry of Water, Land and Air Protection (formerly, Ministry of Environment, Lands and Parks) has invited the public and local governments to nominate water bodies that meet the following criteria:

  • used as a domestic water supply or for swimming;
  • have extensive pleasure boat traffic and are poorly-flushed; or
  • have a sensitive aquatic environment (e.g. shellfish resources).
