Emission
Criteria for Municipal Solid Waste Incinerators and Emission
Criteria for Biomedical Waste Incinerators were introduced
in June 1991. The criteria address contaminant discharge limits,
operating parameters and requirements for emission monitoring,
facility reporting and operator training. The criteria are immediately
applicable to all new MSW and biomedical waste incinerators. Existing
facilities were given five years to comply with the criteria through
upgrading or replacement. It is anticipated that most existing
MSW incinerators and all existing biomedical waste incinerators
will be phased out by mid-1996.
Landfill
Criteria for Municipal Solid Waste were implemented in June
of 1993. The criteria were developed by the Municipal Waste Reduction
Branch in consultation with ministry regional staff and regional
districts across the province. The criteria document addresses
the siting, design, operation and closure of three classifications
of landfills: sanitary landfills, modified sanitary landfills
and selected waste landfills. Specific sections address leachate
and landfill gas management, prohibited wastes, open-burning restrictions
and financial security aspects of landfill closure.

Guidelines
for Environmental Monitoring at Municipal Solid Waste Landfills
were completed in January, 1996. These guidelines are intended
to assist landfill owners and operators in the design and implementation
of an environmental monitoring program as required by section
7.15 of the Landfill Criteria for Municipal
Solid Waste. Effective monitoring programs will enable landfill
operators to show that they meet the performance criteria outlined
in the Landfill Criteria. Most importantly, a monitoring program
will help prevent unacceptable environmental impacts throughout
the lifespan of the landfill.
Guidelines
For Establishing Transfer Stations For Municipal Solid Waste
describe current methodologies utilized in British Columbia and
recommend siting, design and operational considerations. Cost
models that compare "direct haul in collection trucks"
with "transfer haul to a landfill" are included in the
report. These cost models may be used as an aid in deciding whether
a transfer station is justified under given conditions
