Hazardous Waste Transport Licence Application Process
The Hazardous Waste Transport Licence authorizes a firm or individual to transport hazardous waste within the province of British Columbia under the conditions as specified on the licence.
To apply for a licence, the applicant must first obtain an application package and must then submit the following to the ministry:
- A completed application form (PDF/302 KB);
- Registration and insurance documents indicating that each vehicle and trailer is owned or leased by the applicant, and is covered by a minimum of $5,000,000 third party legal liability insurance. In the case of large companies a dated fleet list must be submitted, along with verification of $5,000,000 third party legal liability insurance;
- A financial security ($10,000 Canadian) in the form of a safekeeping agreement, a letter of credit or guarantee, a surety bond, a bank draft, money order or cash. Note that all carriers, with the exception of those who transport used batteries only, must include the security;
- A non-refundable licence fee of $500.00 for a new licence or $200.00 for the renewal of an existing licence. Note that all carriers, with the exception of those who transport used batteries only, must include the licence fee, paid in full prior to the licence being issued;
- A passing score on the appropriate Hazardous Waste Transport Licence test. The test is set up to evaluate the applicant's knowledge of the Hazardous Waste Regulation and the Transportation of Dangerous Goods Act and Regulations. One representative of the company that has applied for the transport licence can write the test. The test writer must be an employee of the company and must be involved in the daily operations of the business. The test can be written after the applicant has received the Transport Licence Application Package and has submitted a completed application form to the Victoria ministry office. The individual writing the test must study the Special Waste Legislation Guide, which is provided in the application package. The test is two hours long and is open-book. Arrangements to write the test can be made by contacting the Victoria ministry office at (250) 387-2049. If the employee who wrote and passed the test leaves the company, the company must ensure that another employee writes and passes the test as soon as possible;
- A list of known consignors;
- Consignee waste acceptance confirmation letter(s) including an authorization number (permit or other) and the special waste(s) that each consignee is authorized to accept ; and
- A contingency plan for spills of the waste(s) transported under the licence. The contingency plan will outline potential risks to the environment by wastes to be transported, emergency procedures that will be used to mitigate those risks, responsibilities, available equipment, and emergency contacts and phone numbers.
