The Ministry of Environment has established a regulation for the vehicle dismantling and recycling industry under the Environmental Management Act (EMA) and Waste Discharge Regulation (WDR).
This industry driven initiative requires individual operators or industry associations (acting on behalf of their members) to develop environmental management plans that demonstrate how they will comply with existing environmental protection standards under EMA and its accompanying regulations. It also imposes a system of monitoring and reporting to ensure operations are carefully managed.
Activities conducted by automotive dismantlers and recyclers can include dismantling (where vehicles are drained of fluids and dismantled), vehicle crushing (for transport to scrap metal recyclers) and parts cleaning. The industry diverts significant quantities of waste from the waste stream. However, the operations have the potential of causing significant environmental harm through the release of contaminants to the environment.
Registration Form and Information
Who is required to register? A person who operates or plans to operate a facility that dismantles more than five wet vehicles in a calendar year. A wet vehicle means a motor vehicle that is no longer used for transportation purposes, and has not been reduced to a steel hulk or to a steel hulk with only the plastic fabric or foam components still attached.
What is the registration deadline? September 1, 2008
Is there a registration fee or annual fee? There is no registration fee and no annual fee.

Guidance Document NEW
The Ministry of Environment has developed a Guidebook for the Vehicle Dismantling and Recycling Industry Environmental Planning Regulation. Background Information
In October 2005, the Ministry of Environment posted a Policy Intentions Paper (98 KB / 6 pages) for consultation with industry and stakeholders.
Comments, responses, and submission regarding development of the new regulation received before December 15, 2006 were provided in a Consultation Summary Report (109 KB / 12 pages).
In response to the comments received, the Ministry posted an Addendum (42 KB / 1 page) to the Intentions Paper.
The Ministry would like to thank all those who contributed. The information was invaluable with respect to developing the Regulation.
