Classification Harmonization for Canada, A Proposal for Domestic Class Pesticides, 2007

Health Canada posted a national proposal titled "Classification Harmonization for Canada, A Proposal for Domestic Class Pesticides, 2007" for a 90-day comment period (now expired). The proposal concerns revising the federal classification of pesticide products registered for sale and use by domestic consumers (Domestic pesticides). The proposal will divide Domestic pesticides mainly according to defined risk related criteria into two sub-classes, referred to as "Self-Select" and "Controlled Purchase". The proposal is posted at the PMRA website.

The proposal was developed by provincial and federal members of the Classification Implementation Working Group of the Federal/Provincial/Territorial Committee on Pest Management and Pesticides. The website for the Classification Implementation Working Group is here.

The division of Domestic pesticides into two identifiable product categories will allow provinces to base their regulatory requirements on the relative degree of risk posed to human health and the environment.

The proposal has implications for British Columbia, although further consultations will be held before major changes are made to the British Columbia Integrated Pest Management Regulation (IPMR). In the IPMR, a number of Domestic pesticides are currently listed in the Excluded Class for which certification and licensing are not required for sale to a consumer. The "Self-Select" products defined in this national proposal would provide a rational and consistent basis for identifying Excluded Domestic pesticides under the IPMR. This would have implications for pesticide vendors and for certain B.C. municipalities with bylaws that currently refer to the Excluded Class of the IPMR.
