Stewardship Plans

The Recycling Regulation provides a legal framework for establishing industry-led product stewardship programs. Section 4 of the Regulation requires producers to submit a stewardship plan and specific product categories may also have unique plan requirements listed in the Regulation's Product Schedules. The basic components required in a stewardship plan are specified in section 5 of the Regulation and include:

  • Product Recovery Target(s)
  • Stakeholder Consultation
  • Collection System
  • Consumer Awareness
  • Program Performance Measurement
  • Dispute Resolution
  • Product Life Cycle Management
  • Pollution Prevention Hierarchy

On July 31, 2009, the Ministry issued a decision rescinding WCCIA's stewardship plan approval, effective September 1, 2009. That decision has been appealed to the Environmental Appeal Board and the effective date of the rescission has been voluntarily stayed until March 1, 2010 to allow for the completion of the appeals process.
