Regional Policy for Use of Reclaimed Water

under Schedule 2 of the Municipal Sewage Regulation

Application of this policy:

This policy only applies when:

  1. intended use of reclaimed water is identified in the "restricted public access" category of Schedule 2;
  2. a minimum of secondary treatment is provided and effluent quality limits specified in Schedule 2 are met;
  3. reclaimed water is used seasonally, and effluent is held in storage throughout the winter months;
  4. the storage cell can be isolated from the treatment system, and will remain so during discharge; and
  5. treated effluent is held in the isolated storage cell for a minimum of 120 days prior to each batch discharge of effluent.

Policy:

In accordance with Schedule 1, condition 4, of the Municipal Sewage Regulation:

  1. monitoring requirements identified in column 4 of Schedule 2 for "Restricted Public Access" category are considered to be equivalent to the following:

    A representative grab sample of the discharge effluent shall be collected once within two weeks prior to commencing each batch discharge of effluent. If the discharge period exceeds 30 days, additional samples shall be collected once each month during discharge.

    Further sampling is not required as long as the final storage cell remains isolated from the rest of the lagoon system. Following any transfer of effluent into the storage cell, additional samples shall be collected prior to commencing discharge of each effluent batch.
    • Samples shall be analyzed for the following:
      • 5-day Biochemical Oxygen Demand (mg/L);
      • Total Suspended Solids (mg/L);
      • Fecal Coliform Organisms (CFU/100 ml or MPN/100 ml);
      • pH (pH units).
  2. the requirement to provide disinfection is considered to be equivalent to long-term storage of effluent provided that:
    1. treated effluent is held in storage for a minimum of 120 days;
    2. levels of fecal coliform organisms in the discharge effluent remain below 200 / 100 ml (MPN or CFU); and
    3. the discharger can demonstrate that persons who may come into contact with reclaimed water are adequately informed regarding its appropriate use.
