Introduction
A Qualified Environmental Professional is an applied scientist or technologist, acting alone or together
with another qualified environmental professional. He or she must be registered and in good standing in
British Columbia with an appropriate professional organization constituted under an Act, acting under that
association’s code of ethics and subject to disciplinary action by that association. The applicable professional may be a professional Biologist, Agrologist, Forester, Geoscientist, Engineer, or Technologist. To be able to certify that they are qualified to conduct the assessment methodology, the individual’s
area of expertise must be recognized in the assessment methods as one that is acceptable for the purpose of
providing all or part of an assessment report in respect of the particular development proposal that is being assessed. The individual is considered a Qualified Environmental Professional only for that portion of the
assessment that is within their area of expertise, as identified in the assessment methodology.

QEP Training Course
The Riparian Areas Regulation training course is designed for individuals who are
Qualified Environmental Professionals or who work with QEPs conducting RAR assessments. This 3-day course is offered through Vancouver Island University (formerly Malaspina College) and provides a detailed overview of the Regulation and the Assessment Methodology. This course is not mandatory for QEPs but is highly

RAR Notification System
The RAR Notification System is the means by which Qualified Environmental Professionals submit RAR
Assessment Reports as per section 4(2) (b) of the Riparian Areas Regulation. This system generates
notifications to local governments, the Ministry of Environment and Fisheries and Oceans Canada that a
report has been uploaded to the system.
The QEP assessment report that is submitted to the Notification System must utilize the Standard Report Templates that have been developed specifically for the RAR. The reports created in “Word”
format must be converted to “pdf” format for submission.
Please see the “Report Preparation” section for guidance on how to assemble
and submit reports.
QEPs will need a Basic BCeID to access the site and post reports. To register, go to the BCeID website and select “Register for a Basic BCeID”. On the next screen, scroll down to
the “Riparian Areas Regulation Notification System” link and proceed from there.

Riparian Areas Regulation Assessment Reports must be submitted in a Standard Report
Template and follow an approved format and content. The information on this page will assist
Qualified Environmental Professionals in assembling and submitting a RAR report to the Notification System.
Once the report is assembled, the QEP may proceed to submit the report through the Notification System
(hyperlink to NS page).
The Assessment Report Guidelines (Word 188KB) will assist QEPs with the assembly of RAR reports.
