OVERVIEW FISH HABITAT ASSESSMENT REPORT OF

THE SAN JOSE RIVER WATERSHED

SECTION 1.0 INTRODUCTION

The services of Cariboo Envirotech were contracted by the Ministry of Environment, Lands and Parks (MELP) to conduct an overview fish habitat assessment of the San Jose River watershed. The objectives of the study were to describe an overview watershed-wide fish distribution, habitat characteristics and develop preliminary restoration initiatives or Level 1 field assessments.

The overview assessment provides baseline information of the current "health" of the fish resource in the study area. Within the mandate of Forest Renewal BC, Watershed Restoration Assessment initiatives will provide further information to describe the type and extent of stream related problems resulting from forest development activities and other land use.

These initiatives will provide much needed information required to develop sound, integrated resource management plans for the region. This project will provide an important portion of the data needed to develop management objectives. These include maintenance of genetic diversity of the fish populations, maintaining habitat diversity (quantity/quality to maximize productive capacity) for all life stages/strategies and avoid habitat alterations from resource developments that reduce the productivity and long term health of the fishery resource.

SECTION 2.0 STUDY AREA

2.1 LOCATION, GENERAL DESCRIPTION AND RESOURCE USE

The San Jose River watershed drains into Williams Lake. The watershed drainage area is estimated to be about 221,000 hectares located in an Interior Douglas Fir Biogeoclimatic Ecosection. The watershed has several major sub-basins presented in Table 1 with UTM coordinates for the mouth of the sub-basins, estimated length and watershed codes.

The drainage system consists of many small tributaries, of which many are ephemeral or diverted for irrigation purposes. The watershed contains many small artesian brooks and isolated waterbodies which are not connected to the San Jose drainage system.

Water withdrawal in the watershed is very high and a contentious issue with further demands for more licenses. The majority of the water withdrawal occurs from the San Jose River and its tributaries above Williams Lake (Northwest Hydraulics Consultants Ltd., 1994).

During drought years many of the tributaries and the San Jose River may be dry in some of the reaches. The agricultural water demand (Table 2) and loss of riparian vegetation is of serious concern throughout most of the watershed.

Based on discharge measurements (HYDATT, Environment Canada) for the period of 1984 to 1993 of the San Jose River above Borland Creek, the average outflow is about 31,167,331 cubic meters/year. The net potential water withdrawal (total - storage) is 17,411,840 cubic meters. These numbers are only poor estimates of the impact of water withdrawal in the San Jose River watershed, but suggest that this is a very high potential impact, particularly during low summer and winter flows.

Forest development has occurred in the watershed since the mid-1950’s thus there is a significant amount of roadways and cutblocks throughout. The long term development in the study area creates a diverse range of reforestation recovery and thus a complex array of cumulative impacts within the watershed.

The watershed is typically of low gradient, flowing through a relatively gentle terrain. This characteristic supports a significant amount of cultivation (hay in particular) and range land development, concentrated along many of the San Jose River sub-basins. These activities have resulted in riparian degradation, water withdrawal concerns and sediment input to the watershed.

Lac La Hache and Timothy Lakes support significant recreational fisheries (>1000 angler days/year) and thus are of significant regional economic importance and value. The town of Lac La Hache is concentrated along the shores of the lake and may also contribute to impacts on the watershed.

The river corridors are designated as areas for potential sportfish enhancement opportunities and if expanded would contribute to the economic stability of the region. The watershed has significant recreational, tourism and forestry values and as well, it is an important mule deer range. This mix of natural resource uses has placed considerable strain on the aquatic and land base resources and thus there is a significant need to restore the watershed to its past productive capacity to foster regional needs and values.

SECTION 2.2 FISHERY RESOURCE

Anadromous species have not been sighted recently in the San Jose River watershed prior to 1997. Ken MacKenzie, wildlife biologist for Weldwood, 100 Mile House Operations noted about 30 sockeye in the mainstem below the Knife Creek confluence August 14, 1997. This is a dominant year for most Fraser River stocks and unusually high water year.

The extended and above average discharge of the Fraser River basin resulted in a velocity barrier at Hells Gate. The large early Stuart sockeye run was unable to pass Hells Gate during their normal migration window. This resulted in the stock assessing any available spawning habitat below the Stuart River watershed in an attempt to spawn (Neil Schubert, stock assessment biologist, New Westminster, pers. comm.).

The San Jose River watershed is considered an important trout bearing system. The watershed supports a wide diversity of fish species. These include important recreational species such as Rainbow, Lake Trout, Kokanee salmon and Lake Whitefish. Other abundant species include Long Nose Suckers, Red Sided Shiners, Burbot, Chub (general), Northern Squawfish and Peamouth Chub.

In general all of the main sub-watersheds support or have records of rainbow trout and other less "important" species. The distribution and relative abundance of the species is poorly defined as is the present quality and quantity of the habitat that they depend upon for their long term health and productivity.

SECTION 3.0 METHODOLOGY

All work was conducted in accordance with the requirements laid out in the Request for Proposal and appropriate guidebooks (Fish Habitat Assessment Procedures, April 1996.). All of the watershed was coded with the appropriate available watershed codes and reaches delineated and coded.

All available information regarding the watershed (primarily the FISS database and inventory databases (MELP)) was gathered and annotated on the base maps. This included fish distribution, barriers to fish passage, water license information and forest cover information.

1:15,000 scale aerial photographs for the watershed were appropriated and all of the reaches assessed for channel type, habitat and riparian condition. The small size of the watershed tributaries made aerial interpretation difficult for most reaches. It was impossible at this scale to determine widths of the reaches as the resolution at 1:15,000 scale is about plus or minus 5 meters. Personal observations of the watershed suggest that most reach widths fall below the 5 meter size.

The reaches where broken into sections where necessary due to significant changes in the riparian cover. These were annotated on the base map for digitization. All stream networks on the TRIM base maps were assessed and those which were ephemeral were given a numeric code and recorded in appropriate tables for future reference.

Reach length was determined with a map wheel and elevations determined from the TRIM maps by our GIS technician to estimate gradients. Channel type was assessed as best as possible from the aerial photographs and any disturbance indicators recorded in appropriate tables and annotated on the base maps. This included potential barriers to fish passage such as culverts, disused bridges, log jams, beaver dams, falls, etc..

Large woody debris distribution, riparian vegetation type and structural stage were also recorded. Canopy closure and potential off-channel fish habitat were also assessed. If possible, restoration initiatives were to be noted, but the available aerial photograph scale made this difficult.

Based on these observations each sub-watershed was summarized for habitat condition as laid out in the guidebook. A preliminary habitat assessment listing habitat value, upslope impact potential, major impacts and restoration opportunities or further needed assessments (Level 1 Field Assessment) was completed.

The San Jose River watershed is rather unique in the Cariboo-Chilcotin Region in that a very large portion of the basin valleys are under agricultural use. The guidebook does not identify these impacts as they are not fundable under the FRBC umbrella.

To identify agricultural impacts from logging development we have added two codes to the disturbance columns. These are A for agriculture and R for residential developments that impact the streams.

SECTION 4.0 RESULTS AND DISCUSSION BY SUB-BASIN

SECTION 4.1 San Jose River sub-watershed

The San Jose River was assigned 16 reaches plus 130 Mile Lake (Table 3). It is a very low gradient drainage with only reach 7 at a 5% gradient. The overall gradients for the other reaches is about 1% or less.

Specific reach sites are expected to be of greater gradients than the overall measurements. In reach 3 falls or cascades were noted but we could not assess height or extent in the narrow valley, from the air photos. Impassable falls have been recorded in reach 9 near 141 Mile House. It is assumed that rainbow trout recruitment is from Willaims Lake below the falls and Lac La Hache above the falls.

Kokanee salmon have been recorded in reach 1 above Williams Lake thus assumed to be spawning below the Borland Creek confluence. Rainbow trout are also recorded in this reach but spawning locations are unknown. Rainbow trout are recorded along most of the channel to Lac La Hache.

Table 4 presents the preliminary habitat assessment for the mainstem. Based on channel type all reaches except 2,12, 13 and 14 have a high habitat value for rainbow trout. Reaches 2, 12 and 13 show signs of aggradation or perhaps significant water withdrawal, exposing the channel bed. These require field investigations to determine the cause and extent of impact.

In reach 14 analysis indicates bank erosion believed to be caused by cattle accessing the stream for watering. Only this reach suggests restoration efforts to reduce access to the river at this point by fencing the access and reestablishing suitable bank stability however it is not FRBC fundable in terms of impacts from forest development.

Field investigation of the falls or cascades noted in reach 3 should be inspected to determine potential barrier to fish passage. Ducks Unlimited have established nesting platforms and possibly a weir in reach 15 and 130 Mile Lake. These should be assessed, as well.

No direct impacts to the San Jose River sub-watershed from forest development where noted. The observed impairments appear to be attributable to present agricultural development which followed forest harvest. Agricultural and residential development is continuous along the San Jose River mainstem. When logging occurred, it was converted to agricultural use and the natural recovery process prevented.

Felker, Murphy and Dingwall Creeks are relatively minor tributaries to the San Jose River mainstem (Tables 5-10). Felker Creek is ephemeral and does not appear to have any fisheries values (1995 aerial photographs). It is unknown if agricultural impacts through water withdrawal are the cause or not. There is a collapsed culvert in reach 1 and trucks are driven through the channel. The upper reach is short, flowing through mature forest and appears to be of steep gradient.

Murphy Creek joins with Island and Parker Creeks which all appear ephemeral. The channels are indistinct in the air photos and appear to connect an extensive wetlands/ marsh complex. No restoration initiatives (Table 9) appear possible as there does not appear to be any fishery values in this sub-basin.

Dingwall Creek may provide suitable rearing and possibly spawning potential as it flows through wetland/marsh complexes and mature forest sections but no fish have been observed in the system (FISS, 1997). Most of the lakes are too shallow and suspected to be prone to winter kills suggesting the sub-watershed has little fisheries values.

Reach 1, section 1 was logged in 1960 to the creek edge and appears not to have recovered in the air photos (although rated recovered on the forest maps) thus may impact this section significantly and should be field assessed.

Section 2 appears to have potential fisheries value as channel was visible in the air photos. The section flows through a well stabilized riparian marsh area with no noted impacts. Section 3 is carried by two culverts thus may be barriers to fish passage and should be checked for fish presence and potential barriers. There was some evidence of sedimentation from upslope area to the south, requiring field checking.

Reach 2, section 1 is a lake/wetland complex and may provide juvenile rearing opportunities if fish are present. The stream becomes relatively small at this point. No impacts were noted (other than culvert) and the riparian component appears functional. Section 2 flows through mature forest, with some clumped LWD visible. Section 3 is a lake/wetland complex thus may provide juvenile rearing.

Reach 3 is of low gradient flowing through a lake/wetland complex. No impacts were noted and should be assessed for fish presence. The upper reach (4) is long, connecting a series of wetland complexes. Selective logging has occurred extensively in this section with a significant amount of roadways and associated culverts. If fish are present these should be assessed as potential barriers to passage. The lack of historical observations of fish presence suggests there may be a loss of connectivity with the San Jose River and should be assessed.

The upper lakes appear to be disconnected beyond reach 4. Most of these are prone to winter kill conditions. At present agricultural/range land use is present in the sub-watershed with some water extraction.

SECTION 4.2 Borland Creek sub-watershed

Borland Creek (Tables 11-16) is a relatively small tributary of the San Jose River flowing from the east and north. Rainbow trout have been observed up to the upper lake (local name Eagle Lake) which has a flow control structure at the outlet, which may limit utilization of the lake if impassable.

In general agricultural impacts appear to be significant with little forest development impacts. Reaches 1-4, 6 and 7 flow through mature forest stands with heavy canopy cover, making it impossible to assess fully. Reaches 5 and 8 flow through dense shrub riparian areas with only reach 8 visible. The reach appears to provide a riffle pool habitat thus may be similar for the other reaches as gradients are similar.

The first 4 reaches have no obvious upslope impacts, but reach 1 is carried by a culvert which may be a potential barrier to fish passage. Reaches 5-20 are impacted by agricultural development with a small amount of logging in the upper reaches.

Reach 6 has a dam, assumed for irrigation/storage and may be a barrier to fish passage. Reaches 7 and 8 have eroding banks due to cattle watering, which may heavily impact this small stream. There appears to be significant erosion at the culvert in reach 9 and requires field checking.

Reaches 10 and 11 flow through steep and narrow walled canyons, respectively, but the respective gradients are 3 and 8%, thus are not expected to be barriers to fish passage. The heavy mature forest cover makes it impossible to assess if there are any falls or cascades, therefore needs to be assessed on the ground.

Reaches 12 and 13 are carried by culverts/bridges (1 and 5 culverts, respectively) which may be potential barriers. The area has been recently logged to the creek edge thus may have a significant impact in the future but none noted now. The reaches should be field checked inconjunction with riparian investigations. There is agricultural development along these reaches below the logging and presumably this will extend into the logged area as it has in most other areas of the watershed.

Section 1 of reach 14 flows through heavy mature forest stands and no impacts were noted. The riparian/banks of section 2 have been impacted from agricultural development and need to be assessed further if fish are present.

Reach 15 has been dammed (2 noted), presumably for irrigation purposes and these may be barriers to fish passage. The headwater reaches are very narrow and have been dammed and diverted into irrigation ditches. These upper reaches should be assessed for fish presence and land use impacts.

Five Mile Creek is a small tributary to Borland Creek draining from the north. The air photos suggest that the stream has very low flows and may dewatered. The connectivity between the upper lakes (Goldpan, Dugan, Dewar, etc.) has been lost if it existed in the past. These lakes are stocked with Brook and rainbow trout.

Section 1 of reach 1 flows through heavy mature forest cover and could not be assessed. Section 2 is carried by a culvert which may be a potential barrier but the stream is too small to assess adequately from the air photos. At the top of reach 2 the lake is dammed for irrigation purposes and the stream appears to have subsurface flows as pools are noted in the reach.

If fish are present water release is required to provide suitable rearing conditions. Reach 3 flows through shrub vegetation with some fir and aspen. A small recent cutblock and associated culvert in the roadway do not appear to impact the reach but the culvert should be assessed if fish are present.

Valley Creek is a slightly larger tributary to Borland Creek which supports rainbow trout in the mainstem and tributaries. It has been heavily dammed for irrigation purposes and this appears to have created sub-surface flows.

Reaches 3 and 4 have been diverted into irrigation ditches and reach 4 has lost its riparian cover. There is some recent logging to the stream channel in reach 5 and cattle grazing. This creek appears to have lost its ability to support fish species from air photo interpretation but juveniles were observed in 1996 (FISS, 1997).

Wise Creek was assessed as the channel course is visible amongst the mature forest stand but appears ephemeral. It does not appear to have any fishery values as the channel shows no signs of carrying even sub-surface flows. An on the ground check should be made to confirm these observations.

SECTION 4.3 Jones Creek sub-watershed

Jones Creek (Tables 18 to 23) has also been heavily impacted by agricultural development, primarily for irrigation purposes. This has resulted in very low flows in the lower reaches due to dams and diversion into irrigation ditches in the upper reaches. Fish presence and upper distribution should be assessed to determine if there is any useful fish habitat before assessing the impacts.

Reach 1 is carried by a culvert and may pose a potential barrier especially in conjunction with the low flows. There is a disused bridge in reach 2 but it could not be assessed further. In reach 3 cattle grazing has impacted the riparian zone and creek banks.

Reach 4 above Jones Lake appears to be intact and may support spawning and rearing if fish are present in the system. Reaches 5 through 15 appears dry in the air photos. Reach 5 is heavily dammed and flow diverted into irrigation ditches. Only reach 10 appears to have water in the marshy/wetland complex. There is no access from the lower reaches thus assume there is no fishery values associated with this reach.

There is a small amount of select logging in reach 6 with an associated culvert to carry spring flows. The creek appears to have lost its ability to support fish species in the upper reaches.

Bruno Creek is a very small, ephemeral channel. Several dams in reach 1 have resulted in a dry connection to Jones Creek and thus no fish passage. The dams provide ponds, presumably for irrigation water storage and may provide rearing if access above the dams is possible in the early summer and should be field checked.

Brunning Creek appears to be a tributary to Jones Creek but is ephemeral. The watershed code suggests it is a tributary to the San Jose River, connecting the Mission Ponds. Air photo analysis suggests that if there was any flow it would connect to Jones Creek and not directly to the San Jose River. There appears to be no fisheries value in this drainage.

SECTION 4.4 Knife Creek sub-watershed

Rainbow trout have been observed throughout the sub-watershed. The most recent recorded observations were made in 1989 and 1990 (FISS, 1997) thus the present state of the fishery resource is unknown.

Knife Creek (Tables 24 - 31) is also impacted by agricultural development which appears to have caused reduced or low flows. Logging development is of greater significance in this sub-watershed than in the previous ones discussed, with impacts on the riparian zones and related roadways (culverts, in particular).

Reach 1 section 1 has three culverts carrying the stream and should be assessed as to their ability to allow fish passage from the San Jose River. There also appears to be heavy water extraction as indicated by the low flows observed.

In reaches 2 and 3 the creek flow is diverted into irrigation ditches to flood the adjacent hay fields and should be assessed to determine fish presence and adequate screening to prevent access by juveniles. Relatively recent logging (1987) in reach 4 appears to have little direct impact on the channel, but an associated culvert should be assessed as a potential barrier.

The creek is also carried by a culvert in reach 5 and there is the possibility that water is extracted from the reach. Reaches 6, 7 and 8 are carried by culverts and recent logging in reach 6 does not appear to have impacted the creek directly but the culverts should be assessed as to barriers to passage.

Water extraction may occur in reach 9. Recent logging in reach 10 appears not to cause any disturbance to the creek. Reach 11 is carried by a culvert and is a marshy area which may provide juvenile rearing conditions and should be assessed for fish presence.

Reaches 12, 13 and 15 are carried by culverts and the flow appears quite low in these upper reaches. A beaver dam in reach 15 should be assessed for fish presence and as a barrier to migration. No impacts were noted in reach 14.

Recent logging across the creek in reach 16 has left a significant amount of LWD in the channel. This site needs more intensive sampling to define the impacts on the creek. Reach 17 is carried by a culvert and there is a beaver dam in reach 18. These should be assessed as to fish presence and potential migration barriers.

Coldspring Creek is the largest tributary to Knife Creek with low flow conditions, presumably due to water extraction. There is a culvert in section 1 of reach 1 which may be a barrier to migration. The other 3 sections have low flows which may be due to water withdrawal.

Reach 2 is carried by 2 culverts associated with selective logging in the area. This does not appear to impact the creek directly. Reach 3 is at very low flows, with associated ephemeral ponds. Reach 4 is also carried by a culvert and there is a beaver dam. The upper reach is ephemeral and of little fishery value.

Walters Creek is a small tributary to Knife Creek and may have significant juvenile rearing potential if fish are present. No impacts were noted in reach 1. Reach 2 is a wetland/pond complex and is carried by a culvert which should be assessed for potential barrier to migration. Reach 3 is carried by a culvert, as well and has been dammed by beaver activities. Fish presence and access to the reach should be investigated.

A small un-named tributary (-409-755) to Knife Creek has very low flow levels in August/ September with a heavy riparian shrub canopy making assessment poor. No impacts were noted and the creek may offer suitable summer juvenile rearing if fish are present and requires Level 1 assessments.

SECTION 4.5 Forbes and Pete Kitchen Creek sub-watersheds

Forbes Creek (Tables 31 and 33) flows into Lac La Hache and is recorded as a rearing and spawning stream (FISS, 1997). It has been logged along its entire length. Reach 1 is carried by three culverts which may be barriers to migration for adults accessing the stream from the lake. A near by gravel pit appears to be a possible sediment source and should be assessed, as well.

Reach 2 has been recently logged and the two culverts have been blocked (or removed) and the roadway eroded requiring field investigations. Reach 3 has also been logged recently but with no observed impacts. The reach is carried by a culvert.

Reach 4 has no observable impacts and has good riparian canopy cover. Reach 5 has been harvested to the channel edge, but no apparent impacts noted. The reach is carried by a culvert. Reach 6 has also been harvested recently to the stream, but the channel is indistinct at this point and should be assessed in the field for possible restoration of riparian function.

Scott Creek (Tables 32 and 34) is tributary to Forbes Creek, flowing in from the north. In section 1 of reach 1, a culvert has been blocked or removed, and the roadway is eroding. Recent logging into the riparian zone of section 2 does not appear to have impacted the creek directly. Revegetation of the stream bank is suggested. No impacts were noted in section 3.

A small cutblock along reach 2 does not appear to impact the creek directly but may require riparian work if field investigations suggest this is suitable. In Reach 3 an irrigation ditch diverts the upper flow and may reduce flows significantly below. Reach 4 is a wetland complex and water extraction may impact the habitat values if rearing juveniles are present. This drainage requires field assessment to determine if fish are present and the impacts from logging and water withdrawal.

The Pete Kitchen Creek (Table 35) is tributary to Lac La Hache but it is ephemeral, presumably due to water extraction (Table 35). It does not appear to provide any fisheries value in this state.

SECTION 4.6 Neil Creek sub-watershed

The Neil Creek sub-watershed is a small tributary to Lac La Hache draining from the north. Neil Creek proper flows through a heavy mature forest cover and was difficult to assess.

A hydro roadway is eroded and may be caused by the culvert being blocked in reach 1. The site should be field assessed and fish presence/absence determined. Logging in reaches 2 and 3 occurred in the 1960’s and there does not appear to be any observable impacts. The creek should be assessed for fish presence and distribution and habitat values investigated.

Morrison Creek is a small tributary to Neil Creek and appears to be impacted by water extraction for irrigation purposes. Reach 1 is carried by a culvert and water is extracted from this reach. Fish presence and potential barrier to fish passage investigated.

Section 1 of reach 2 is carried by a culvert and water extraction is occurring here, as well. The heavy forest canopy in section 2 prevents assessment of the channel. In general the culverts should be inspected if fish presence is found.

SECTION 4.7 111 Mile House Creek sub-watershed.

The 111 Mile Creek sub-watershed (Tables 40-54) includes 111 Mile Creek, Soda Creek, Club Creek, Dempsey Creek, Sneezie Creek, Timothy Creek and Fly Lake Creek. All were assessed, but a habitat value form was not prepared for Soda Creek as it is ephemeral.

Reaches 1 to 3 of 111 Mile Creek are impacted by agricultural development and the riparian function in reach 2 appears to be destroyed by cattle grazing. Kokanee spawners have been noted in the lower reaches, if suitable water levels are present during the spawning season.

A disused hydro right of way bridge in section 1 of reach 4 appears not to impact creek but should be field investigated. A large gravel pit in section 2 appears to be a sediment source to the creek. In reach 5, sections 1 and 2 have disused bridges and agricultural impacts appear to be severe. No apparent impacts were noted from a recent cutblock to the creek edge in section 3. The reach should be assessed in conjunction with riparian investigations.

Reaches 6 and 7 flow through wetland complexes and no problems were noted. These should be assessed for fish presence. Reaches 8 and 9 flow through grazing lands but the livestock do not appear to impact the creek significantly. There are 2 bridges in reach 8 section 1 that warrant investigation on the ground as they could not be assessed in the aerial photos.

Reaches 10 and 11 are difficult to assess due to the heavy canopy cover. Recent logging near the upper end of reach 10 section 2 could not be fully assessed and requires field investigation to determine the extent of impact and possible restoration prescriptions. Reach 11 appears ephemeral in the air photos and this should be verified on the ground.

A beaver dam in reach 12 may be a potential barrier to migration if fish are present in the upper reaches. Reaches 13-15 were logged in the 1960’s and forest recovery appears to be returning to a natural state with no observed impacts. Culverts in reaches 13 and 15 should be assessed for potential barriers to fish passage.

Reaches 16-19 have no apparent problems from logging in the 1960’s but the canopy makes if very difficult to assess the small stream. There is a culvert in reach 17 that may pose a potential barrier to fish passage. Reaches 20-22 flow through hay lands thus we expect water withdrawal impacts. There are several culverts in these reaches which should be investigated, as well.

Club Creek (Tables 42 and 49) is a short reach logged 30 years earlier and no apparent impacts were noted. The reach is carried by a culvert which should be inspected if fish are present in 111 Mile Creek.

Dempsey Creek (Tables 43 and 50) did not appear to have any impacts. The falls reported in reach 1 could not be observed in the air photos and should be field investigated to determine if they are a barrier to fish passage. An unused bridge in reach 2 should be investigated to determine if it should be removed.

Sneezie Creek (Table 44 and 51) is a small tributary to Timothy Lake utilized by rainbow trout. A culvert in reach 1 may block passage to adults attempting to migrate up the creek. The stream in reach 2, section 1 appears different in the air photos than on the map and may be diverted at the noted culvert or is incorrect on the TRIM map. This requires a field visit to determine if the stream has been diverted purposely or from some other impact. The upper reach is in heavy canopy and no impacts were noted.

An un-named creek (-516-648) (Tables 45 and 52) tributary to Timothy Lake is utilized by rainbow trout. The stream is carried by a culvert in reach 1. The culvert is associated with past logging development but may now be a public access road. Rainbow trout have been observed in this tributary thus the potential barrier to passage at the culvert assessed. No other impacts were noted in the upper reach but should be investigated for fish presence and distribution.

Timothy Creek (Tables 46 and 53) has been subject to recent forest development, much more than other areas in the watershed and significantly less agricultural development. Rainbow trout have been reported throughout the sub-watershed thus this may be the only basin that is fully fundable under FRBC criteria to address concerns to this species.

Reach 1 is carried by a culvert and a bridge, presumed to be a Forest Service access road. The roadway was washed out in the peak flows of 1996 (Brian Chapman, pers. comm.) thus assume habitat degradation is significant and requires further field investigation to prescribe suitable restoration initiatives.

Harvest has occurred at the upper end of the reach but no direct impacts noted in the aerial photo interpretation work. Canopy cover is heavy along the lower part of the reach making assessment inadequate to determine if the recent peak flow events have caused habitat degradation. This reach requires Level 1 field investigations.

A cutblock in reach 2 has been recently logged, but may be on private land as it is not recorded on the forest cover maps. The riparian zone has been left intact and no impacts were noted in the stream channel. The reach is carried by a culvert which should be assessed to determine if it is a barrier to fish passage and forestry related (not public).

A large cutblock to the east of reach 3, section 1 is NSR but the air photos show that it is beginning to revegetate. The riparian zone has been left intact and no impacts were observed. A beaver dam may present a barrier to passage in this section of the reach. No impacts were noted in section 2 through the heavy canopy. Reach 4 is also blocked by beaver dam activity, but may provide good off-channel rearing opportunities if adults can by-pass the dam(s).

Reach 5 is a short tributary to Timothy Creek. The reach appears ephemeral in the air photos beyond the culvert. Our observations suggest that the water in the lower part of the reach must be from groundwater recharge and if so may provide warm (4-6 C) water in the winter and thus good over-winter habitat.

Reaches 6 and 7 have been logged recently. Site preparation and development appear to have intruded into the creek channel. These reaches require field assessments to determine the impact on the fish habitat. A culvert in reach 6, section 1 appears to be blocked and should be assessed immediately. Level 1 field studies are needed to develop restoration prescriptions for this section of the stream.

A forest service roadway (assumed from forest cover maps) follows along much of reaches 8 and 9 but no apparent impacts were noted in the air photos. The riparian zone appears to be intact and not impacted by the roadway. There is a beaver dam in reach 9, section 1 which may be a potential barrier to fish passage.

Recent logging along reach 10 (1985) appears not to impact the creek directly and the cutblock is revegetating suitably. Reaches 11 and 12 have heavy beaver activity and dams may be barriers to fish migration. No other impacts were observed.

Reach 13 flows between 2 cutblocks (1985) which do not appear to impact the creek but this suggests that a Level 1 field investigation is needed to verify our observations. Reach 14, section 1 is carried by a culvert which should be investigated as a potential barrier to upstream migration. Recent logging has removed the riparian zone and presumably impacts the quality of the fish habitat in the section. A level 1 field investigation is needed to determine if restoration work is needed and the upper distribution of important fish species.

Fly Lake Creek (Tables 47 and 54) reach 1 has been recently logged but no direct impacts were noted. Reach 2 drains Fly Lake thus may be an important migration/spawning/ rearing corridor for the rainbow trout reported in the basin.

There may be a beaver dam in reach 4, but cannot be fully determined from the air photos. There appears to be private logging in reach 5 which extends into the riparian zone and the creek is carried by a culvert. Recent logging in section 4 has removed the riparian zone and there appears to recent cultivation of land (or site prepping?). Land ownership must be determined prior to initiating field investigations for this area.

Reaches 6 and 7 are carried by culverts associated with forest development roadways. These reaches flow through several cutblocks and need to be investigated on the ground as they are quite small and difficult to assess from the air photos. There appears to be good off-channel rearing habitat in reach 7, thus may be an important area requiring restoration work to address any impacts from forest development.

SECTION 4.8 Watson/Rock Creeks sub-watershed

Watson Creek (Tables 55 and 59) has been heavily impacted by man-made dams along most of its course for irrigation/enhancement purposes. The damming of the creek appears to have eliminated the fisheries potential of this stream. The dams appear to be initiated by Ducks Unlimited and ranchers.

Reach 1, connects to 111 Mile Creek but it appears to be overspill from the dammed lake at the top of the reach and very steep. It appears in the air photos to be un-natural, ephemeral and a discontinuous connector to 111 Mile Creek.

Reaches 2 to 6 have several dammed ponds or lakes resulting in ephemeral channels between them. This sub-basin has been severely impacted by this work and does not appear to be from any forest development impacts.

Tatton Creek (Tables 56 and 60) is tributary to Watson Creek and in similar condition. Reach 1, connecting Watson Lake and 105 Mile Lake is dry, as is reach 2. Reach 3 to 6 connect the various lakes in the upper reaches and should be investigated for fish presence to determine if they have any fisheries value and restoration work possible.

Forest cover information is incomplete in this area but does not appear to be recently developed. If fish are present all of the associated culverts should be assessed for potential barriers. The 108 Mile Creek sub-basin (Tables 57 and 61) is also ephemeral and appears to provide little suitable habitat to support fish stocks.

Rock Creek appears to be discontinuous with Watson Creek or the Goose Lake tributary as depicted on the TRIM maps during the summer low flow conditions observed in the air photos. Reach 1 has no apparent impacts, particularly from forest development. Reach 2 is dammed at the top (outlet of Lily Pad Lake) and is dry in the air photos. We assume the dam is for irrigation/enhancement purposes.

Reaches 3 and 4 are dammed and irrigation ditches divert water into adjacent hay fields. This may be a combination of agricultural development and Ducks Unlimited initiatives.

Reach 5 above Tad Lake has not been impacted by agriculture or forestry. Rainbow trout are reported in the lake thus this reach may provide spawning and summer rearing habitat. Ground inspections are needed here to provide adequate assessment of this small creek not readily assessed through air photo interpretation.

Reach 8, tributary to reach 5 is dammed and heavily utilized for irrigation purposes. Water withdrawal in reach 6 also appears to heavily impact the reach. Reach 7 has no obvious impacts or development in the upper headwaters.

This sub-watershed is heavily impacted and a significant amount of the drainage appears to be unsuitable fish habitat. To determine the causing factors requires a much more in depth assessment of available data sources (Lands, Water Branch, etc.).

SECTION 5.0 RECOMMENDATIONS FOR FURTHER STUDY

The FHAP overview suggests that the greatest impact on fish species and habitat quantity/quality in the San Jose River watershed is due to past logging activities followed by agricultural development. The latter activities are generally concentrated along the stream channels. These include cattle grazing, stock watering, water withdrawal/diversion for hay land irrigation and domestic consumption.

Recent forest development is relatively limited at this time except in the Timothy/Fly Lake, Forbes/Scott and some on Rail Creeks. Past logging on the other San Jose River sub-watersheds near the riparian zone, occurred mostly in the 1960’s and most areas that have not been utilized for rangeland appear to be recovering well.

Timber harvesting followed by agriculture development has effectively delayed or prevented the return of the landbase to a more natural state. The loss of riparian function does not appear to cause significant peak flow or erosion events within or downstream of harvested areas, typical of other forest developed watersheds in the Cariboo-Chilcotin Region. The gentle topography (for most of the impacted areas) and low precipitation (300-400 mm) suggests the hazard events may not be the most important factors in stream habitat degradation.

High water withdrawal from the continuous stream network, the discontinuous drainage and the groundwater table in the watershed may have reduced stream flows and have an unknown, but serious impact on the aquatic community structure/function. The relatively atypical land use in this watershed makes it difficult to delimit impacts that are fundable under the Watershed Restoration Program within the FRBC umbrella and are very general, except where forest development only, has obviously altered stream functions.

Development of successful prescriptions in any watershed requires a clear picture of the desired riparian and watershed conditions. The limitations imposed by entrenched multiple land use activities in the watershed make this a very difficult task at this level and point in time.
