Airborne and Satellite Remote Sensing Data


Introduction

Forest Investment Account funding recipients interested in undertaking Airborne and Satellite Remote Sensing Data projects are required under their recipient agreement with PricewaterhouseCoopers to adhere to RISC standards or Best Practices standards established by government. The table below provides on-line access to those standards.

Before the commencement of any base mapping project, recipients must complete the Standard Operating Procedure. The purpose of this Standard Operating Procedure (SOP) is to provide direction to government agencies and partners with Government, in the documentation and procedures to be followed during the planning and implementation of mapping projects, inclusive of any aspect that relates to base mapping. The SOP will be applicable to mapping projects which have any component of Government funding for air photos, scanning, ortho photos, aerial triangulation and data exchanges involving such data.

In the event a recipient desires to vary from the standards a request must be submitted to PricewaterhouseCoopers who will then forward that request for approval of the variance.

Activity Description:
Aerial photography refers to the process of capturing photographic images with metric mapping quality cameras in the visible light spectrum and infrared from airborne platforms and to the products of this procedure.

Scanning and Scanned Images:
Scanning is a procedure that employs a computer controlled scanning device to convert a hardcopy image or document into a pixilated digital file. Scanning facilities and equipment are to be certified by Base Mapping and Geomatic Services Branch.

The following is what is eligible under this activity.

1) Aerial Photos - Under the LBIP, the following activities are eligible for the acquisition of "new" aerial photos or converting existing aerial photos to scanned imagery. Note: It is highly recommended to use existing recent aerial photography if available. If using existing aerial photography, scanning and the creation of model setups are eligible if they are tied to the activity areas listed below.

i. Terrestrial Ecosystem Mapping
ii. TEM/VRI Integrated Inventory
iii. TRIM
iv. Vegetation Resource Inventory

For future planned Aerial Photography acquisitions, recipients must follow the Standard Operating Procedure as outlined at the Airborne and Satellite Remote Sensing Data activity. All new acquisition requires a statement justifying as a required phase to an existing LBIP activity.

2) Orthophotos - The following activity requires the creation of orthophotos.

i. TRIM

Within the LBIP, approvals for aerial and orthophotos will be restricted to the activities defined above.

Note: For Aerial photography funded under the Forest Investment Account - Land Base Investment Program, an additional set of hard copy prints will be delivered to the LBIP recipient, and a digital thumbnail image will be provided with each digital image.
