Eligibility and Steps to Obtaining a Transporter Licence

The new Transporter regulation (Order in Council #63) became effective January 27, 2005. This regulation sets out all of the terms, conditions, eligibility and requirements for persons applying to become licenced to transport resident hunters in British Columbia.

Basic Eligibility Criteria

The following criteria must be met to proceed with an application for a Transporter Licence:

  • Must be a Canadian Citizen or Permanent Resident;
  • Must have public liability insurance of not less that $2 million (in effect at application and for the term of the licence);
  • Must pass the transporter exam, (contact Victoria Fish & Wildlife Branch at 250-387-9771 for more info);
  • Must have submitted a completed transporter licence application [PDF 166KB] and management plan as per OIC #63, Division 5 – Transporter Regulation;
  • Must have significant transport/packing work experience demonstrated by documentation of similar work and/or letters of reference/recommendation.

Steps to Obtaining a Transporter Licence

  • Applicant obtains a copy of the OIC # 63, transporter regulation, application information and instructions for transporter exam from:
  • Applicant completes the application and management plan and submits these documents to the appropriate Regional Manager (RM) – contacts for RM
  • Applicant contacts the WPA in Victoria to obtain information and copies of study materials (if necessary) and arrange scheduling of the transporter exam;
  • Wildlife Policy Analyst (WPA) contacts the Government Agent (GA) of the applicants choice and provides GA the exam and administration details;
  • Applicant writes the transporter exam at the GA. GA sends completed exam to the WPA in Victoria.
  • WPA marks the exam and contacts the applicant by phone with the results and emails the results and faxes completed exam to the RM for review.
  • The Regional Manager reviews the exam and transporter application and management plan to determine if the applicant meets all of the eligibility and licence conditions as stated above under Eligibility Criteria.
  • If the Regional Manager is satisfied that the applicant has a working knowledge of the Wildlife Act, and has met the other applicable criteria, the following is required in order to proceed with the licencing process:
    • A completed Transporter application form [PDF 166KB];
    • Payment of fees. Fees are as follows: $500 licence fee; $25 application fee. Payment of all fees is required at the time of application.
