Transporter Licence Application Process

Applicant obtains copies of the Transporter
Regulation, Transporter
Licence Application and Transporter
Management Plan.

Applicant completes the application and management
plan and submits same to the appropriate Regional Manager
(RM) (regional office addresses are listed in the Transporter
Regulation)
- Applicant contacts the Wildlife Policy Analyst (WPA)
in Victoria at 250 387-9789 to obtain transporter exam
information and copies of study materials (if necessary)
and to arrange scheduling of the transporter exam.
- WPA contacts the Government Agent (GA) of the applicants
choice and provides GA the exam and administration details.
- Applicant writes the transporter exam at the GA office.
GA sends completed exam to the WPA.
- WPA marks the exam and contacts the applicant by phone
with the results and e-mails the results and faxes the
completed exam to the RM for review.
- RM reviews the exam and transporter application and
management plan to determine if the applicant meets all
of the eligibility requirements and licence conditions.
- Where the RM deems the applicant is eligible, an e-mail
and the application are sent to Permit Authorization and
Service Bureau (PASB). PASB performs a Conservation Officer
Service check. PASB e-mails the RM the result of this check.
- RM makes the final decision on the application’s
eligibility.
- If eligible, RM determines what if any First Nations
need to be consulted and sends them a notification/consultation
form letter
- RM sends the applicant one of two form letters (ineligible
or eligible for a transporter licence).
- If ineligible, applicant may contact RM for further
information on decision.
- If eligible, the RM sends PASB an e-mail confirming
applicant’s eligibility and notifying them that
the First Nation’s have been contacted and the applicant
will be further advised once the consultation process
is complete and at that time will be instructed to submit
fees to PASB.
NOTE: Based on consultation with First Nations and the
timing given for their response, this may take an additional
6 weeks or more.
- If eligible, applicant provides PASB with fees (as
of 2005/06 fees are: $25.00 application fee and $500.00
licence fee)
- PASB prepares and issues a transporter licence and
provides the original to the applicant, and copies to
the RM and WPA.
