Final recommendations of Working Groups

The Working Groups held three weekend-long meetings in May and June 2009 to revise their draft recommendations for Angling Management Plans. The Working Groups developed their final recommendations referencing information from the Phase II Consultation Report (see below).

Phase II Consultation completed

The Phase II consultation process began with the release of the draft recommendations for Angling Management Plans for the Skeena Quality Waters Strategy. This process started on October 17, 2008 and ended on November 30, 2008.

The Phase II consultation process asked public and stakeholders the following questions:

  • What do you like about the draft Angling Management Plan?
  • What don’t you like about the draft plan?
  • How should the plan be changed to better address the issues the community has raised?

The goal of the Phase II consultation process was to gather feedback on the draft Angling Management Plan. This feedback was collected for the stakeholder-based Working Groups to use in revising the draft plan to better reflect all community interests.

The general public and stakeholders were invited to provide their input to the process through the following channels:

  • A total of 28 sectoral stakeholder meetings held in the communities of Houston, Smithers, Hazelton, Terrace, Kitimat and Prince Rupert in October and November 2008; 228 people attended
  • Six Public Open Houses held in November 2008 in the major urban areas of the watershed with145 people attending
  • An online Response Form; 428 respondents participated who were divided into five User-Groups: resident angler (144), non-resident alien (NRA) (207), non-resident Canadian (NRC) (36), local business (26), and guide (15)
  • About 350 emails sent directly to the facilitator
  • Phone calls with the facilitator

The results and conclusions based on all this community input during the Phase II consultation process are now available in the complete report (about 67 pages) or the Executive Summary (14 pages)

Phase II Stakeholder meetings

There will be a series of sector-based stakeholder meetings held in the communities of Houston, Smithers, Hazelton, Terrace, Kitimat and Prince Rupert in October and November 2008. It is important that people have an opportunity to meet in smaller groups of like-minded people so they feel comfortable asking questions and making comments. The following sector groups are proposed:

  • Resident anglers (with no economic interests related to steelhead)
  • Non-guiding local economy (accommodation and meal providers, bait and tackle stores, etc.)
  • Licenced guides
  • Elected officials
  • Business, economic development and tourism organizations
  • Non-residents

Phase II stakeholder meetings will occur in October and November 2008. Meetings will be held depending on local demand. If you would like to be involved in one of these meetings, please contact the facilitator.

There a variety of different ways to find out more about the draft plan and let us know what you think. These include:

  • Sectoral stakeholder meetings
  • Public Open Houses (advertised extensively in local papers and promoted through other media channels)
  • Online Response Form (also available at the public meetings)
  • This website
  • E-mail and telephone

Please note that the deadline for all comments on the draft Angling Management Plan, including completing the online Response Form, is November 30, 2008.

Phase I Consultation (January – March 2008)

The Consultation Report, Phase 1 (January-March 2008), Skeena Quality Waters Strategy is now available for downloading [PDF 5.7MB]. (Please note this is a large file and not suitable for download if you do not have high speed Internet service.) The report, prepared by facilitator Alan Dolan, summarizes all the input received through stakeholder meetings, public meetings, Response Forms, and other sources. The report is an important source of information for members of the Working Groups, who are developing Angling Management Plans for priority waters in the Skeena River watershed. The report helps Working Groups understand the broad range of interests in Skeena River steelhead that participants in the consultation process have. It also identifies problems and solutions and provides water- and area-specific comments.
